II.INTRODUCTION AND RATIONALE
SINARAPAN: THREATENED WITH EXTINCTION
Sinarapan, scientifically known as Mistichthys luzonensis and considered the world's smallest commercial fish, is threatened with extinction in Lake Manapao Sanctuary of Buhi, Camarines Sur, the only natural abode where the small abounds. This was part of the results of a recent study completed in September 1996 by researchers of Bicol University College of Fisheries, Tabaco, Albay on the status of the Manapao Sinarapan stock.
The study revealed that Sinarapan in Manapao is subjected to a very high total mortality equivalent to more than 99% per year. This mortality is due to the significant predation by Nile Tilapia coming from the net cages installed in the sanctuary. The net cages were reportedly set-up in May 1996 by people known to the sanctuary's caretaker.

Please be informed that we are once more celebrating SINARAPAN FESTIVAL who happens to be part of the San Buenaventura Annual Barangay Fiesta. The festival is now on its 5th glorious year. This is being organized as a meaningful way of giving concern to one of Buhi’s pride – the Sinarapan which is already on the verge of extinction.
There are various activities to be conducted aiming for information and awareness campaign and ensuring that the five year old festival will become colorful and exciting.
One of the highlights is the educational competition dubbed as “INTER – ELEMENTARY ESSAY WRITING, POSTER - MAKING AND QUIZ BEE CONTESTS” which is scheduled on the 13th of July 2009 to be held at the Buhi Millennium Center from 7:00 AM until 6:00 PM. Aside from these simultaneous contests, a relevant symposium will be sponsored which will serve as the Culminating Activity wherein resource speakers will be invited to grace and share their expertise about the conservation and protection of sinarapan as well as the Lake Buhi; present and talked about environmental issues will also be incorporated. This will be in the afternoon of the said date before the Awarding Ceremony.
This one whole day affair will have for its theme “REVIVING THE SINARAPAN - The World's Smallest Commercial Edible Fish: A CHALLENGE TO RECKON”.
III.OBJECTIVES
ESSAY WRITING CONTEST
The objective of the competition is to encourage creativity and leadership skills through essay writing. The competition brings out the ability to think quickly, write persuasively and present well-connected ideas while presenting well-connected ideas in a compact fashion. A good writing style will be the key differentiating factor in determining the winners.
POSTER – MAKING CONTEST
To recognize creative excellence in modern art among today’s new generation of student artists. The contest will see primary students using their creativity to come up with a campaign on how to save and protect Sinarapan and Lake Buhi as well as the entire environment.
QUIZ BEE CONTEST
To encourage, promote, enhance and develop the intellectual, moral and physical attributes of young students and to encourage, promote the intellectual faculties of the young students through friendly competitions.
SYMPOSIUM ON SINARAPAN AND OTHER RELATED ENVIRONMENTAL ISSUES
To provide a forum and venue for intellectual activities or exercises, discussions or conventions on international topics, or events involving or affecting the COMMUNITY.
Educate Buhinon youth about the present situations that affects and concerns them.
Facilitate deeper reflection on the present realities of the youth and be able to respond according to proper norms and values.
Provide direction and encouragement to all the Buhinon youth in their quest for efficiency and affectivity as young leaders.
Serve as one of the culminating activities of the 5th Sinarapan Festival and San Buenaventura Annual Barangay Fiesta.
IV.EXPECTED OUTPUTS
The participants are educated and awakened about the different issues and concerns affecting them.
The participants will be tooled to share their part by responding according to right values.
The participants will have a better understanding on their roles and functions that will enhance their commitment to protect and preserve Mother Earth.
The participants will be encouraged to do the same as application of what they have learned in their respective communities.
